"May be..." is surely a soft choice.
Without doubt, "Certainly is...", will accurately convey the distorted level of honesty and social service( heh,heh) displayed by Bureaucracy Inc - an incestuous partner of Abe Inc.

Beaurocrats , isn't that what they do? The only thing they can do? Apart from making everyone miserable and even the simplest of tasks excruciatingly difficult? These talentless Yesmen/women are the scourge of the country, not only a huge inconvenience to everyone trying to achieve something, but they are holding back a whole generation with their arrogance and self importance.
