Noboru Hirosue, a part-time researcher with the Ryukoku University Criminology Research Center. The National Police Agency has provided written guidelines to prefectural police departments on procedures to enable former gangsters, who have severed all ties with organized crime, to open bank accounts.

Unless, of course, their former colleagues find them before the money can be spent. Hopefully the next-of-kin or the estate will find a good use for the money.

This may be a risk, but the benefit of reforming former criminals and giving a second chance to people with a genuine desire to abandon that life are not minor, I hope this have positive results both for the former gangsters and society.
