I wonder why that is. Is there a rationale behind it? Or is it just neglect? Or teachers are too embarrassed to teach it?

I am very sure they’ll find out and find it out quickly all by themselves, like all our ancestors too, who made it without any education for hundreds of thousands of years. And now you come and want to teach or educate about it? You are very funny, indeed.

Why should parents expect teachers to teach what parents should do? I constantly read here where posters comments about teachers encroaching on kids private lives. I don't think asking teachers to teach sex education is a problem, but I also think its the parents responsibility to discuss it also with their kids instead of thinking of it being a embarrassing situation. It seems as if the parents feel they are also invading their child privacy but its better to have that open communication early. Asking the teachers to do this would be the same as the parents complaining about invading their privacy.. Personally I think parents are too embarassed to talk to their kids about that type of a subject. Most Japanese probably don't know their kids are dating until they don't come home Xmas.

You've got it wrong. Society expects schools to educate kids on stuff that poor parents don't educate their kids on. Unlike parents, teachers are certified to do what they do. And there are scores of terrible parents out there.
