A spokesperson for the Oi town office in Kanagawa Prefecture, referring to the theft in December of a donation box to raise funds for Ukrainians that had been set up at a town hall. It had been collecting monetary donations since last August.

This is precisely the problem, taking donations means taking also the responsibility of protecting them, not thinking that they could be stolen is not a justification, it just says the town office did not did what it was supposed to do.
