Maybe you should do some research before saying statements like this. First expanding is a risk and risk assessment and other research has to be taken it is not that easy to expand
Secondly, Sonyis already doubling the investment and building a new facility near Nagasaki which will be operational in 2021.

This sounds good, but there won't be that much money in making components. The money will be in making the complete phones, something Sony (as a group) increasingly won't be doing.

The Sony IMX 586 is the gold standard of 48MP CMOS and provides primary imaging for practically all current handsets in the premium- to flagship range. At a unit price of $26, Sony has to move a million units in order to gross $26 million, which does not come anywhere close to justifying the cost of a new fab.
While they try to scavenge additional production capacity, Sony is simultaneously ramping up production of the new IMX 686 CMOS, a 64MP sensor that will a higher price and return a fatter margin.
It makes far more sense for Sony to transition customer demand to a more premium product than to commit to an expenditure that will never be amortised by a sunsetting product.
