Sounds like an excuse to collection information on every single dastardly foreigner that dares come to the land of the rising sun.

There is already address, photo and finger prints wouldn't get too Roswell about it...

I have thought though as someone that travels a lot a little credit card sized card with info at immigration for emergency phone numbers and perhaps links to guides for natural disasters would be good.
