This is pretty much an open admission of FUD.

What is it with this catch-phrase, "public understanding"? Usually it seems to mean public brainwashing. The "public" is paying for the this mess and understands quite well enough that TEPCO is only looking at its bottom line and is not trustworthy. That I understand!
