That sound you hear is the suck of public money going down the Olympic drain. The sound will continue until 2020 and probably beyond.

Those things are being done. The problem in Japan is that the decisions are not assuaged by public debate. In the debate, people in charge go 'hmmmm' and 'ehhhhhhh' and 'naruhodo' and 'muzukashii', but the agenda goes on without any serious consideration for anything.
Yes you need to involved the public; but not just in debate- but in the decision making as well.
