If the Japanese public really had an overwhelming desire to see the Constitution changed then presumably the LDP, with all its power, influence and decades of governing the country, could have made it happen. I think they're scared to put the matter to a referendum because they know whatever they propose will be rejected.

No since it had to get 2/3 of the house of representative votes first to even consider a referendum.

That is the first thing that needs to be changed.

The best defense of a state is not its armed forces which can always be used by an authoritarian ruling class to oppress and terrorize the civilian population, but a genuine democracy that respects human rights and sincerely espouses peaceful solutions to international disputes.
