A) Because Defense of the state comes first.

'Defense' of a 'state' that cannot follow it's own laws and is perpetually in a condition of unconstitutionality is not a 'state' at all. The first duty of the state is to follow its own laws. To ignore the constitution when it is convenient is not a state nor a government.

It's a sham.

Japan doesn't need an army. Trump said there is peace with NK and Abe nominated him for the Nobel Peace Prize for it. You don't try to play up the need for a military when everything is okay, unless you don't need it but just simply want a return to grandpappy's time.

If the Japanese public really had an overwhelming desire to see the Constitution changed then presumably the LDP, with all its power, influence and decades of governing the country, could have made it happen. I think they're scared to put the matter to a referendum because they know whatever they propose will be rejected.

No since it had to get 2/3 of the house of representative votes first to even consider a referendum.

That is the first thing that needs to be changed.

The best defense of a state is not its armed forces which can always be used by an authoritarian ruling class to oppress and terrorize the civilian population, but a genuine democracy that respects human rights and sincerely espouses peaceful solutions to international disputes.

How come only Japan doesn't need an army when every neighbor else surround Japan with an army and nukes.
