I live in Okayama Prefecture and I have yet to see any road rage. However, I have seen many cases of careless driving and way too many people driving while talking on the phone. Policing that would be a good place to start.

Road rage isn't the problem. It's elderly drivers. And it's not only limited to this prefecture. There needs to be awareness campaigns against elderly drivers. Clearly the police and municipalities don't do their job. A hotline to report dangerous or at risk elderly drivers needs to be made.
