And what was the government’s purpose?

Surely it was to aid recipients that had been impacted by the virus?

They applied for the aid program with wrongful income statements. They simply lied, cheated and free-rode. They deserves to be punished.

Besides, the JRA is said to have weathered the virus impacts, in comparison to other sport and entertaining events mostly affected.

Why have they not been arrested?

Arrests are not necessary unless suspects escape or evidence is destroyed. Law enforcement officials have set a grace period to encourage voluntary admission and money returns.

But some JRA members are still likely to get charged of fraud considering the huge amount.

Horse racing, boat racing and bicycle racing are three of the government-sponsored gambles. They should all be abolished.

And, of course, the ‘go-to’ answer: “they received without properly understanding the government's purpose.”

Hence, ‘laws(?)’ policies, guidelines, etc are always worded ambiguously, subject to local interpretation and to allow ‘loopholes’ fr the entitled few to skirt ‘equal justice under the law’.

Wasn't it a Dentsu subsidiary that handled the distribution of this money? I applied and got the money quickly, much more quickly than the 100,000 yen per resident, so I actually thought it was well handled.

There are thousands of businesses with income volatility, so that basing it on a single month's income was always going to allow lots people of people to qualify. Unless they actually falsified documents, I don't see why self-employed jockeys need to be singled out as un-needy.
