Do they honestly think they are responsible for the actions and behavior of their employees? 

The employer will be liable if the employee was acting negligent in the course of their duty. It's called vicarious liability, fyi.

But, the JFA should not apologize since they are essentially admitting that they can be sued from the victim assuming Japan has similar law.

Completely agree with Wildwest. I live near a highway ramp and this morning saw a taxi overtake a truck while both of them were turning left. The truck was turning first but the taxi sped up behind him and cut him off......See bad driving from them all the time

Taxi drivers are the worst, they act like they own the road, pull out infront of other cars and stop suddenly in stupid places.

Am I the only one who finds it very childish / condescending when an employer apologises for the behavior of one of its employees?

That's how Japanese/group culture works - the employee is a representative of the company, and vice versa. It's not really condescending or childish, it's what adults do in Japan.

Am I the only one who finds it very childish / condescending when an employer apologises for the behavior of one of its employees? Do they honestly think they are responsible for the actions and behavior of their employees? I find the 'mother complex' deeply creepy and strange...
