It's not semantics really. The ROC subsidized/supported the doping of some of it's athletes, so why do all of them have to pay for the actions of the committee?
It's like you want to punish the innocent for the actions of the leaders.

According to other forums it has to do with a drug test conducted before the Olympics on a ROC member.
For team sports, if one player is disqualified the whole team is disqualified.
Even though Japan is in 3rd place, it can, in theory win gold due to points system if they apply them that way, it is wait and see.

They're probably trying to figure out just how doped the Russian athletes were by their government.
I don't even know why they let Russians compete anymore. It makes a mockery of the games, by letting one group of dopers compete with everyone else.

Their entire country is banned from the Olympics for doping. Lots of proof was provided. Look at Sochi. The question isn’t if Russian athletes are doping, the question is how much they’re doping, and how they’re trying to get away with it.

I'm not a gambling man, but I'd bet on the Russians doping, only because it's as sure as any bet has ever been. The idea that the Russians weren't doping, is frankly ludicrous. Maybe something else also happened besides the Russian doping, but there is zero percent chance that the Russians weren't doped.
