Volunteers for Volunteers, meaning
There should also be 'Extra prepared Volunteers' for 'Normal Volunteers' in that extreme weather.

The Games takes in millions of ¥ $ in two weeks but the volunteers work it for...free. Anyone?

It's obscene that they use volunteer labor. And people are happy to do these jobs for a tshirt?
Look at the ticket prices. For example, finals swimming sessions. A class seats (the best ones) at 108000 yen each!
