A myth? I don't think that's what they're saying. "Myth" wouldn't be a word used by the scientific community in this context.

Which makes me wonder what it was you read that lead you to said misrepresentation.

This data appears to show that 5 of 891 people were confirmed to have the antibodies. Assumption that they had once caught and recovered from COVID-19. This calculates to 0.5% of the sample were exposed and had COVID-19 historically so far. This also implies that 99.5% of the sample have NOT yet been exposed to COVID-19 and are still vulnerable to catching it. This sample is very small, but fairly consistent with other recent anti-body tests in Japan. More data is needed, but it's clear Japan is no were near herd immunity. Hoping infections can be kept to a minimum until a vaccine is available.
