A lot of gasoline consumption and car emissions could be cut by not racing cars in the first place, no?

Honda is 'resolving to win more races - and learn how to build “greener” cars'. Well, the "greener cars" part aside, it could hardly resolve to win less races, having managed only 3 wins since 1965 (Mexico '65, USA '67 and Hungary '06). Senna and Prost both drove for McLaren-Honda, which means it was a McLaren car powered by a Honda engine. If, as the writer claims, the '80's cars were Honda's, you may as well say that the new Bentley is really a Volkswagen because the engine is made by VW.
