I'm sure that will go over well with a foreign national team. Go to Fukushima and be used as a guinea pig by the Japanese government for a photo op with the international media while being spoon fed all the local radioactive delicacies. Oh, and nevermind the precarious situation with the nuclear plant just a few kilometers away.
And if they understandably balk? Play into the Japanese game of victimhood.
Looks like a win-win situation for the Japanese government.
Speed
Is it really a good idea to do this? Are the radiation levels still a bit high in Fukushima-city? If so, having teenagers competing full-tilt outside may be a case of sacrificing their health for the sake of PR. Have the local Fukushima teens been playing club and sports activities outdoors?

If it is in Fukushima city then I would agree to it, as it is well outside the restricted zone (over 50 km away)

If they're really serious about this, then Japan's team should be the first one to play there.

Well said bicultural. However, there are no decent soccer grounds here in Fuk. City - and the likelihood of millions of bucks being obtained from somewhere to upgrade one to FIFA standard is zero. The only FIFA standard ground was in Iwaki (J-Village) - which is now HQ for emergency staff. Nice gesture - but simply won't happen.
