This is a real good initiative of the Japanese government, "thinking outside the box ". Japan does not have to build fake islands or give huge conditional loans to win hearts and minds of developing nations.

As for this program. Why not start up a Sumo heya in Samoa. This judoka Derek-san could be a great sumo player. Perhaps send 100 Samoan boys each year to heya in Japan to train properly. It would make Samoa world famous if a Yokozuna emerged there in future!

Hey fanboy... judo doesn't have 'heya' or 'Yokozuna.' Judo has clubs and dojos, with rank recognized by belts irrespective of champion status in particular tournaments.

Someone actually knowledgable of Japan and Japanese culture would know that.

@ David Varnez. Im honestly stating they should focus on Sumo not Judo. Which is why they should set up Heya.175kg, this is a good weight for sumo, and many others are also very heavy. Of course Judo dont use "Yokozuna". Sumo would be great to focus on for Samoan teenagers and good "soft power" for Japan. Akebono from Hawaii could do it, why not Samoans.
