I don't think you got it, many times with a chikan on a train there is no witness and her vs him type of complaint but the cops prosecute anyways. Whether he did it or not!
The real difference is social disruption- if the Judo Victim had been in a public place, the police would have had to act. If the victim had contacted the media then the police would have had to act.

Difference between chikan on train and judoka situation. Witnesses...no crime if no witnesses. And are you really going to rat out a Judo instructor? No pressure.

The obvious answer? Double standards. People who are involved in Judo and at the national team level are presumed by many to be "above" suspicion for illegal activities, and many inside many police stations children are taught Judo in the police station dojo.

And the saddest part of it is that there are plenty of women who don't think that there is anything wrong with it either.

the judoka ran to the nearest police station but the police said there is not enough evidence to pursue...just wondering why people accused of chikan inside the train are prosecuted right there and then?

So, if you are japanese and are drunk then you can be excused? Sounds to me like the whole country thinks of women as sexual objects.
