He's retired. He doesn't need a license for exhibitions
As the article states:

I don't know if Japan will do away with karate, judo, aikido, kendo and sumo.
Every fighter knows the risks and as long as there's billions to be made from it, it's not going away anytime soon.

The two words "exhibition match" basically can tell the spectators what they should expect to see in this fight.
Mr Kipling
Jon Scalon...
In terms of serious injury and death boxing is less dangerous than skiing, car racing, motorcycling, rugby, rodeo, parachuting, climbing, big wave surfing, base jumping, wing suit flying, downhill MTB, free diving, white water rafting, cave diving and American football.
So ban them all?

Why did that funny haïr styled guy authorized to enter the ring for handing flower only?
He should be banned from entering any boxing match in the world.

I see a lot of people ridicule Mayweather, and I personally never liked him or his boxing, but the guy is considered one of the greatest boxers of all time, undefeated against opponents like De La Hoya, Mosley, Pacquaio, Hatton, and now boxes a few minutes for 20 million usd purses. While being a boxing promoter and owning a racing car team.
Padraig Bohannan
Nothing about the dude who dropped the flowers onto the ring instead of respectfully handing them to Mayweather? If I were him I would have demanded he step back in the ring before I fight and give a groveling apology or I walk. Let the disappointed crowd deal with this wannabe gangster.
Logical_Fallacy_Killer
Next up, Mayweather vs waiter from Gusto!
Lmbo.
Best boxer EVER vs a non boxer... who do you think is going to win?
Lepyon
Easy payday for Mayweather. One of the world's best ever boxers fighting a guy making boxing debut. Lucky the guy was not badly injured.
Surprised people pay to watch this but they also paid big money to watch Mickey Rourke box!

Sounds like something my 13 year old cousin would say. "yeah, that was soo awesome!"
albaleo
I heard that he paid for the privilege through some kind of auction. I don't know the details.
Fighto!
@ Ah So - he may well be one of the best pound for pound of the past 20 years. No dispute. But he is a multiple convicted woman-beating thug. Nasty little piece of work.
Yep - Mayweather is a creep. No question.

Mr Kipling,do you ever find anything in the world redeeming , maybe take a walk and enjoy nature ,

The highlight of this fight was watching those ring girls.
Ah_so
Am both amused and saddened by your reaction to a Japanese guy getting beaten. But Mayweather is one of the all time great boxers and the best you can do is to call him a "creep".
It is not edifying.

This farce perpetrated on the public,is a shame Japanese, let him enter Japan,he not even enduring in America,Mayweather is not the all time best boxers Google Top All Time Boxers
serendipitous1
Never really liked boxing. Strange mix of feelings emerge.....but mostly it feels cruel to watch someone getting hit on purpose in order to make the opponent fall down and not get up.

What a pathetic circus...
She needs a sandwich..
David Brent
Man, the ring girl is smokin'.
Fighto!
Mayweather in choosing non-boxers and making a farce of the sport should have his boxing licence suspended around the world. He has reduced himself to a pantomime character.
Fighto!
Loved the guy who dissed Mayweather by throwing the flowers on the floor! Best action of the night.
Who is the creep gonna choose to "fight" next? A YouTuber? Tough Taxi Driver? Japanese schoolgirl kendo player?
Jon Scanlon
Why do we keep promoting this barbaric, deadly sport.
Concussion and other types of brain injuries are set to become huge news in sports over the coming decade, as the years of neglect of these athletes starts to build, and the lawsuits start to mount.
It is archaic and unworthy of a modern society that we allow this type of paid violence to continue.
Japan would do well to lead the pack, rather than being a tame follower like all the rest.
