But why is a period used as the decimal mark? AFP may be French, but the article is in English.

No, those aren't decimal points. That's seven thousand plus points Nadal has, not 7 and a fraction.

Congrats to Nadal and all others who have gone up in rank. Dimitrov is a big step up, which he deserved for the recent win. It's a shame to see some of the top ten go down in rank due to injury. Roanic is now out of the top ten altogether, and it won't be long before Nishikori is, too.

I think "thousands separator" is the way to describe the thingy that denotes thousands. The period is unlikely to be French - don't they use a space? Perhaps Norwegian. :-)
