We won't get to see any of this in Japan unless you get yourself a VPN. NHK's coverage will be the usual dross, not showing any events Japan is not involved in and athletes in tears can be expected.

In the past, NHK has had an app or a dedicated web page for both the summer and winter Olympics. It didn't require any extra cost over the standard NHK fee.
They showed every sport (or pretty much every sport - there was never an event I personally wanted to watch but was unable to) live, or available for replay for a time. Sometimes there would be English commentary, and sometimes no commentary at all. I guess it depended on the feed that was available to them.
Of course, that may not be the case this time around, but it has been for the last 4-5 events at least.

Just to add...NHK will probably not have access to the NBC coverage described in the article. I was simply addressing your points about NHK, which had been absolutely true in the past.

One way they could interest more viewers, like mentioned above, to show many more events that your home country isn't expected to medal in.
Also, the Calgary Games in '88 had an athlete intro-biography that shared an athlete's background, what they were like and how they made it to the big Games. They focused on a different one two or three times an hour. It was fascinating and I learned a lot about different sports and athletes, some of whom I'd root for when their events came up.
These days, I feel like the only events I'll get to see on "regular" TV are the medal contention ones for Japan and the rest will be out of sight (unless you specifically go to the website and look for it).
