Unventilated, non air-conditioned enclosed glass boxes with no seating, placed in unshaded areas should do the trick.

Only Japan thinks its going out of it's way to ban smoking INSIDE spectator stadiums with tens of thousands of people inside.!
Most civilised nations banned this decades ago. Aren't there fire regulations in Japan that would ban smoking anyway.??

Perhaps eliminating the smoking areas would eliminate the cigarette butts litter...no?

Fortunately, us chimneys get better treatment than the medieval torture some would like us to experience.
I rarely smoke at sporting events, because I'm too glued to what's happening on the pitch/field etc, but it's nice to know that there is the facility available should I need to partake in my habit.
