She's being held for having residue in a pipe. In some places, having the pipe and any rolling papers is illegal, but only if there is an illegal drug. If you have loose tobacco or cloves, then it magically isn't illegal.

She's guilty of something, somewhere, but probably not in Russia. By May, she would have served more time than anywhere in the US for the same offices - even where it is illegal. I doubt Japan would be able to arrest her, but they might take her in and question her for 20 days as they looked for something illegal.

She was detained for vape cartridges of hashish oil which is another form of marijuana. It's illegal in Japan and the vast majority of countries including Russia. Only a fool travels internationally with a substance like that.
