Ah_so
If the South African bid was corrupt, and the heads of FIFA also corrupt, I think it is safe to conclude that the Russia bid was also corrupt.
The decision to award 2022 to Qatar was so obviously corrupt that it barely needs consideration.
And Russia has demonstrated that when it comes to sport, it is happy with systemic corruption - hence its temporary suspension from the Olympics.

Of course they are denying it - No one is ever going to admit to corruption.
