Ban for life from all international competitions any coach (and their entire staff) or athlete found to be violating the anti-doping rules multiple times, after all the appeals.
Athletes at this level have to jump through tremendous hoops just to remain eligible. They have to provide locations and times where they will be 100% for random testing. Imagine you are an international athlete and have to predict where you will be in 6 months for an hour every day? It isn't easy.
Notice, I didn't say anything about a country. All of them should be treated the same.
