What about the small local businesses they promised money to ? !!

I didn't know that the Japanese Football Association had promised small businesses money.

The money is coming directly from JFA not from the government.

We need small business to survive !

It's JFA's money, not the government's.

And, maybe you don't know, but not every soccer club can generate a big revenue. The majority are actually small and do function like "small business". A soccer club is not only players and coaching staff, there can be a lot more depending if the club can actually afford it: kitchen staff, pitch staff, first-aid staff, cleaning staff...

The Japan Football Association (JFA) has approved 210 million yen ($1.95 million) in loans to 115 clubs whose finances have taken a hit from the COVID-19 shutdown, Kyodo news agency has reported.

The JFA received loan requests from 138 clubs and the governing body said it had already transferred funds for the first 71 loans approved last week.

Who wrote this article? , very patchy, lacking in details and confusing.

Approved 210M yen approved to 115 clubs that is average 1.8M yen per club.

Are the clubs in such a dire financial situation that just a meagre 1.8M yen is a life saver.

Seems most of the clubs are registered just to get handouts from the JFA.

Hello Clubs, how about generating revenue through merchandise sales.

This money, is not going to professional clubs but to regional clubs.  Japan has only about 50 professional and semi professional teams spread over J league I, II and III and indeed, for these clubs, 1,8 million yen would not go very far. 

Having said that, Japan can not afford 3 J league division, maximum 2. So J league III has to disappear , the sooner the better. It is unlivable anyway for any of the clubs. 

I think, it is part of the obligation of JFA to help amateur clubs, not pro clubs, they belong ,first of all,  to J league, which is a commercial organisation operating of course under the rules and supervision of the JFA.

What I find shocking is that they give it under the form of loans. Surely JFA can afford to give away the money rather then give it under the form of a " loan ".  Loans that can't and won't be paid back anyway. 

Also government should support amateur clubs, as long as the money is intended for youth development and support. It is money well spend.

And local governments should and must provide these teams with free accommodation, maintenance or give them financial support to pay for it. It is part of community support of citizens and soccer is the 2nd sport in Japan. It is natural, it is well invested money.  BUT the clubs must spend it responsibly and that must be controlled by local government and JFA.

I guarantee if you gave any number of people that money in a loan with minimal interest that they could turn it around into something more beneficial to society, the economy and the planet than these soccer clubs

Chill out, people. JFA is responsible for Japanese soccer. It's only reasonable they would try to first help soccer clubs, else they risk losing everything Japanese soccer achieved so far. Nothing bad with that decision, they don't have to try and fix all the problems in the world.

Would you really help other people putting yourself and those that depend on you at a disadvantage? I don't know you, of course, but I don't think many human in this world can actually do that...
