He made a call that has never been made in living memory at that point of the game. The kicker was actually making a step to kick when he blew the whistle. Literally changed the game on the call.

Foley wasn’t halfway out aiming for the posts. He was told again and again to get moving. The ref made a gutsy call, sure, but it was the right one.

Everything I’ve seen suggests the ref made the call by the rule book, but it didn’t follow the flow of the game and the Aussies are upset that they still haven’t got one over the All blacks. Always next year.

In the rules, the kicker gets one minute to kick the conversion.... The ref didn't enforce this at all. They hardly ever do.
