Hmm, a cap would mean everyone entering Japan for the Olympics is potentially displacing someone who would enter Japan for another reason, a local returning from a business trip, a guest worker, a student, or someone who has been away on urgent family business.
You can argue for or against the Olympics, but it should not be subtracting from other areas of life in Japan. A 2,000 cap and the 70,000 for the Olympics number in the article would mean nobody else for over a month.

how do they control this, will they turn away citizens and foreigners with permanent residence status? That seems absurd.

This country, which I love, and chose to make my home, has been held hostage by the Olympic boondoggle for over seven years.
The only plus was the specious propaganda that the games would save our economy - the same lie they told us for the 2002 world cup (which was also going to end Japan-Korea tensions forever).
Now they insist on ploughing on with this nonsense in the certain knowledge that it will lose trillions, and to make it so we have to keep the figures artificially low by not enjoying hanami.
Meanwhile, the gerontocrat government can't even reach last place in vaccinations without excess paperwork.
Our grandchildren yet unborn will be paying for this shambles.
But Dentsu and the take get their money, and that's all that counts.

Not only it is common sense that it should be cancelled for health reasons, but also 80% of the japanese people are against.
When will this government listen to its people instead of focusing solely in the big companies interests?

Of course it's all about the politics and economy. I mean if holding the Olympics will boost GDP. Without fans will definitely still be a blow as ticket sells make up a large portion of revenue. How about our taxpayers' money? Shouldn't the Japanese government already sent out another stimulus? Let me not forget the mighty Dentsu who got more taxpayers' money. With all the vaccination program debacles going on worldwide, will everyone be vaccinated in time? Or is the fear mongering of a 4th wave upon us? smh

Sorry, typo in my last post. I should have said "Dentsu and the Yaks get their money".
This isn't about sport. It isn't about bringing people together. It certainly isn't about saving the economy, as it's a guaranteed financial disaster.
It's about getting as much of our tax money into the pockets of the well-connected as those pockets can handle. And those are some big deep pockets, people.
This is a heist. In broad daylight. And we all have to pretend it's valid.
Well, eff that. The Olympics is organised crime. Stop it.

As long as they are tested 24hrs before departure, immediately tested on arrival, placed in two week personally paid, government quarantine, with security guards, tested negative twice before leaving quarantine...they are perfectly welcome.
Otherwise, they should be charged with manslaughter if they bring SARS-CoV-2.

So they're going to obviously allow Japanese nationals back -- same people who brought the Brazil and England variants of the virus through the same manner -- and they've already decided they're going to lift the SOE before the Games regardless of the number of infections. Yup, sounds like, as usual, safety is the priority here. No doubt Bach and the other IOC members are busy drafting up documents that will put NONE of the blame for what happens on them.

It will be profoundly racist to ban foreign national from coming to watch the Olympic Games. If conditions are not ripe for the Games to be held, scrap it. Cancel the damned thing. It is morally wrong to ask the world to come perform for the entertainment of the Japanese but say we are sorry , you are not allowed to come and watch.

This excuse will deflect attention from the number of countries that will choose not to come anyway and other shortcomings: “Special,.island,.country,.culture,.3rd largest economy” and “last of the G7 countries to vaccinate’.
