Yes small wave are a concern for surfer and considering japan covid19 situation it is a great time to talk about waves because some will be bigger than others.

Like may things, this issue should have been more appropriately addressed well-before awarding the Games to Japan.

They are few and far between I'm afraid due to being ruined by the insane amounts of concrete Japan pours around them.

Inconsistent ‘conditions’ would not be beneficial for the seaside competitors and may quickly spread to precipitate other disastrous events for the other types of outdoor athletes.

.....my above post may appear 'off-topic', but it is relevant. Concrete sea walls, blocking river courses, tetrapods etc cause beach sandbanks to disappear, and sandbanks are essential for the breaking waves that surfers need to hang ten and get radical dude, etc.
I don't speak yoof as well as I used to.
