It's a back door option to save Japan's face in case another country pulls out due to the virus. N Korea doesn't count. It's what happened last year after Australia and Canada pulled out because of Japan's incompetence.

You always seem to have video to back up your statements. If not a video or ‘sound bite’, were You a witness? The world needs to see the average Japanese is opposed to the torch run and the Olympics.
