Start the cuts with the first class tickets and luxury hotels for openers.

I can tell them what the easiest and most effective method would be, though they won't want to hear it: cancel the Games. I think we all know they are not going to be held next year either, anyway; not until there is a vaccine, and even then, people will be wary of travel, and even warier still of foreign travellers, and financially it won't be feasible. No one is going to spend the money on tickets to see an event after not having worked for who knows how long.
