sounds like a GREAT investment on the stadium there, Japan
and oh by the way, due to the poor exchange rate, it’s gonna take even longer to pay that sum off.

sorry to be the bringer of bad news but holding this event will only ADD to the losses. World athletics is not a money maker.

Libraries, museums and parks ARE in the public interest. Holding the world Athletic championship for a week with little interest is NOT in the public interest. I would suggest using the money wasted on the athletics to support more parks, museums and libraries.

It's similar to supporting Libraries, Museums, Parks, etc. Pursuit of excellence in physical culture, one of the oldest in human history since ancient Greek, is believed to be beneficial to the general public.

There are soccer fans, Rugby fans, baseball fans and even a few tennis fans but Athletics "fans" just don't exist.
Why does Tokyo want to waste more of its tax payers money?

I remember when Tokyo was host of the 1991 World Athletic Championships.
The stadiums were empty despite Mike Powell's world record.
