Yep.

Pachinko, motor boat racing, Keirin cycle racing, Horse racing, Speedway motorcycle racing. All legal. Off the top of my head.

Um...anyone who has played any Pachinko knows that there is more to it than 'gambling', not to mention the media-like mind numbing that it is just to sit in a Pachinko parlor which may be one of the lesser means an otherwise desperate mind might find to keep it from going completely off the rails...or on the rails as the case may be...and, as an arguably 'national sport', Nihon could do worse...
