Doesn't UEFA get so many slots for the World Cup even though other continents have higher populations?

I hope I don't screw this up, but the following list should cover how many countries play in the qualifiers, followed by the number of teams that get to participate in the world cup

Obviously one slot is always reserved for the host country. But apart from them there is quite an imbalance. (read the following as participating in WC/participating in qualifiers).

Europe: 13/54; Africa: 5/53; Asia: 4.5/46; North, Central America and Caribbean: 3.5/35; Oceania: 0.5/11; South America: 4.5/10

Yeah, absolutely fair that system...I'm from Europe myself and have always been of the opinion that this system needs an overhaul. They will probably have to increase the number of teams to 48 to make it fairer on the other continents without the people at the UEFA throwing a tantrum...
