My thoughts on this.
It will be difficult and unfair but if you can prevent travel in and out of Tokyo for a set time before the games start and make it a priority to vaccinate Tokyo residents before the rest of the country until herd immunity is achieved and keep the city in a "bubble" then it might be possible to hold the games. It will require a lot of political guts and determination to achieve though.
As for the athletes, they are mostly young, have 0% body fat and are in peak physical condition and if they are vaccinated the risk to them should be close to zero. It would be unfair to deny them an opportunity to shine at an event that they have prepared their whole lives for.
The experience from last year showed us that the virus doesn't do well in the brutal summer heat and humidity.stickman1760
