Japan is still having dry runs while others have already begun vaccination. How does the host country present an image of a safe Olympics to the world? Does the world know that Japan doesn't have enough beds and staff for even the national populace now? You want to send people from your country here?

Germany's NOC said they would "wait in line" and not interfere with the national vaccination plan

Full respect to Germany if they stick to their word. These fit, generally young athletes have no right to jump any queues, except for Paralympians. They are not special.

It seems to me no athletes would come if they can't get a vaccine home earlier.

It is highly unlikely that Japan's own team will be vaccinated by the end of June without jumping a queue.

Securing 10,000 medical staff for the Games will also delay vaccine rollout for other people. That staff has to come from somewhere.
