J.League fines Nagasaki Y3 mil for inflating crowd figures

Nagasaki padded out attendance in 45 of their 46 home games from the start of the 2015 season to April 2 this year, the league said. They had added a total of 24,233 to the crowd figures.

So that's on average an extra 500 spectators/game. Why would they do that, I mean why such a paltry 500? Do J league clubs get extra $ depending on crowd figures? Is it a case of tickets issued/sold vs ppl who actually attended the game (season ticket holders may not attend all 45-50 games for example)?

I know many/most clubs in most sports/countries do this, just surprised someone got caught/fined for such a trivial number (unless they average 1000 at home i.e doubled their actual crowd figures).

Wish the authorities could fine Trump for inflating crowd figures as well. If it hit him in the pocketbook, he might stop lying about them. :-)
