Similar thing happened in Japan when the world cup was on, I know someone who even went on NHK news and reported it,.
My friend bought some tickets but the guy selling the tickets was a fifia official who was profiteering on tickets issued to officials , when my friend got into the stadium there was about 20 or so other people who all had tickets with this fifa officials name on them.
Very corrupt outfit this Fifa and blights the game, which is already pretty badly tarnished with dives and bent refs etc.
