LOL, the radio chips used in iPhones are used by many other phones, and as Apple said it's approved in multiple jurisdictions. French bureaucrats, sigh....

And your wine, technically, is carcinogenic.

People don't put their phones to their heads any more, they stare at them.
Maybe Apple have refused to allow the French government to spy on their kit.
Health and safety has been weaponised over the last few years. It is restricting mobility (20mph limits, road closures, ULEZs) and closing buildings in the UK due to 'faulty' concrete - a problem nobody outside the UK seems to have. Japan has more concrete than anyone, but apparently no RAAC problems.
The biggest threat to the well-being of the French people is the French government.

Perhaps the French just got a bad device for testing. Hard to say. Apple will certainly be all over this problem.
GSM should never have been approved anywhere. It interferes with other electronic devices and has for decades. As for any specific phone model allowing too much EM, that's not hard to validate. There are testing labs around the world just for this and RF engineers do this sort of work every day.
I don't see any single person in the French govt coming up with a slanted result. The test methods for phones is standardized and reproducible. Other labs should be able to see the exact same results.

I have been using the iPhone 12 since it was issued. Ran to the bathroom to check my ears. Gosh, they are still there.

Too much radiation? Not so long ago, everyone who talked or warned about such potential issues has been directly pushed into the corner together with some weird conspiracy theorists. lol

Your ears may indeed be still in place but what is between them is getting a little fried every time you hold a radio transmitter next to your head, particularly if you are some way from the nearest cell tower and the 'phone has cranked its power up to the max to compensate.
For your own safety keep the handset away from your head, hold it in front of you on speaker mode if you can.

This is not about generalising radiation levels, this is about singling out iPhone 12 which uses a Qualcomm Snapdragon chip which a lot of other phones also uses (more likely a majority of 5G phones uses this chip in the west).
Is France trying to buy brownie points with Huawei so LVMH can sell more handbags to Chinese?

RF harm works on a 1 / r² law. If you leave the cellular/bt/wifi radios on and sleep with the phone strapped to your head, after 60 yrs, there might be some issues. Testing shows that radio doesn't significantly penetrate human skin. https://www.who.int/news-room/fact-sheets/detail/electromagnetic-fields-and-public-health-mobile-phones
I'm not tied to a cell phone. Actually, think it is downstairs now. Don't know. I'm much more worried about dangers from cell tower transmitters than carrying a cell phone in a pocket and using to next to my head for 10 minutes/call, 5x a week. Now, if you are constantly talking on the phone, get a wired mic+headphones so the phone doesn't need to be near your head. Avoid wireless earbuds for obvious reasons (mostly poor security).
