All well and good but aren’t these companies providing Japanese lessons for these workers having to work and live in Japan?

The next sentence provides the justification, The videos are useful for helping (workers) to learn the ropes at their jobs. The companies are not going to wait months for the workers to understand the language before beginning to work, so the videos are used so they can begin working immediately.
Of course the usefulness depends on serious efforts on quality control, especially on jobs where risks are important. Automatic translations are not perfect, and a flawed explanation can be much more dangerous than no explanation at all, a worker can get a false sense of security about something he is doing thanks to a wrong explanation and in case of an accident, who is going to take responsibility?

I hope there are human checkers at some stages. Speaking as someone who has worked as a technical translator, for machine manuals etc we had two or three checks including by current operators to ensure the were no mistakes. One error in a machine operation manual can be fatal.

At the end the only not misleading path is a higher birth rate and the social conditioning for it. Anything else will turn out an illusion, the problem solutions only postponing or making even more impossible.
