It does appear to be based off the Ehereum infrastructure... the same one which is creaking at the seams after the "CrypoKitties" game overloaded it

Decentralised + anonymous = banned in China, for sure. The US doesn't like these things either: they prosecute the providers of encryption software, e.g. Lavabit, which is probably why the developers here will try to remain anonymous.
