iCall and Fring have this now. Wanted to try iCall, but the Apple App store wouldn't let me download it.

The iPad kinda forced them into this. Because the iPad is kinda like a computer netbook, if the iPad is going to use AT&T's computer network service that allows VoIP on regular computers, then the iPod/netbook hybrid iPad would have to allow it too.
