Flight control events need to be controlled by more than just a MET clock, especially with all the CPU and RAM these current generation spacecraft contain.
It would be hard not to suggest a $1B penalty for contract failure, since they didn't dock with the ISS - the primary point, besides landing.
Sure, I prefer to have 2 manned solutions for access to space, but not when 1 is 2x the cost.

Wonder if this was a case of typical Boeing... the Enhanced Flight Control system was an additional extra...
