what is the application of this technology other than warfare and criminal acts?

there will always be a way to detect things, if not by visual, then audio (sonar), if not, then by smell, etc etc.

Also, I assume most of these cloaking technolgies can be defeated by using at least two cameras or sensors, and comparing the data.

Cloak infrared eh?

Two uses off the bat.

1) Allows nuclear warheads to launch undetected because you would not see the infrared signature of the rocket that the satellites are looking for, thus allowing any state with nukes a First Strike.

2) Mosquitoes/flies seek infrared so might make good malaria protection.
