So who will pay for their services? I’m wondering if this is really “lucrative”.

It doesn't matter whether it's “lucrative”. It has to be done. And it gives Japan a chance to test its aeronautical technology for a positive purpose.

The company also plans to collect defunct satellites with a robot arm in cooperation with the Japan Aerospace Exploration Agency.

If someone can do that, they can conceivably "collect" pesky adversary satellites during a conflict and, um, de-orbit them or even bring them to Earth for examination.

Nice business model and lots of potential. At this point, it is going to come down to execution.
