How would the drone tell between a group of people who know each others and a group that do not? Does it approach them and start asking questions? Maybe the money would be better spent to have more police on the streets.

I think police officers would be sent to investigate any questionable groups. It seems like a way to help determine where to expend limited police resources. Still, this is a country that posts ladies in an observation booth in rest rooms, both mens and womens rooms and sometimes able to view both from the same booth ( ! ) to make sure you flush the toilet. $1000 Singapore fine if you don't. Pretty oppressive place really.
