The Solution for Japan's dwindling population is to allow Multiple Marriage/Partnership .... but surprisingly within the Country that is supposedly King of Tech.... they don't have the Tech, to do this !?

(Actually, its not surprising, since Japan is very backward when it comes to Administrative rules)
