This is a really bad initiative for Japanese citizens. It's financialization and globalisation of a National fishery. Very similar to Australian paying through the nose for electricity despite being an LNG powerhouse, or New Zealanders starving despite being a fishery powerhouse, or Argentina not able to buy its own beef.

If it proves problematic, governments will simply impose Western-style biosecurity rules. Import/export can drop dramatically really quickly, to zero if necessary. Many UK fisherman have stopped exporting since Brexit and some ports' entire fishing fleets have shut down due to the cost/time for paperwork, checks and permissions. Governments have a joystick-level of control over this, and an 'off' button if they choose to use it.
