Their decision to leave the US but a bad decision to go to China where you can be arrested for expressing your opinion on the government. There is no free speech and people spy and report you. Many other much better countries.

Language issues going to France. UK unis have been gutted of funding by government policies. US scientists should target Ireland, Canada and Australia.

Scientists wouldn't want to go to China neither since they can't do anything that would contradict the CCP government, even when science shows them otherwise
Lest people forget just a few years ago that the deceased Chinese doctor hero who tried to warn people about Covid early enough to help prevent widespread infection - was instead silenced then punished by the CCP government and was never given his due
No self-respecting scientist would want to work under that puts politics before science - why do ya think they're leaving the Trump admin in the first place

Yes, but that can still become a talent drain
For example, if it used to be that +300,000 more inbound scientists are going to the US than leaving the US, but now that's only +200,000 - that's still a minus-100,000 talent drain than it used to be
